Overview:
Between 2022 and 2024, Alliance Consultancy provided strategic technical assistance (TA) and capacity-building support to strengthen the role of civil society organizations (CSOs), improve healthcare program design, and enhance the effectiveness of national HIV and TB responses. Through tailored interventions in Serbia, Ukraine, and Kyrgyzstan, these projects supported CSOs, key population networks, and healthcare institutions to become more effective in program implementation, advocacy, and engagement with international funding mechanisms.
While each initiative was adapted to local contexts and needs, the core objective remained consistent—ensuring that civil society voices were meaningfully included in health policy development, funding decisions, and service delivery.
Technical Assistance for Serbia
Implementation Period: Q4 2022 – Q1 2023
Objective: Strengthen civil society’s capacity to engage in HIV and TB prevention programs and Global Fund-related processes.
Key Achievements:
- Conducted a comprehensive assessment of 12 CSOs working in HIV and TB prevention.
- Identified gaps and opportunities in programmatic, administrative, and financial management.
- Developed recommendations for CSO participation in national HIV and TB responses.
- Provided capacity-building sessions on advocacy, project management, and funding engagement.
Technical Assistance for Ukraine
Implementation Period: Late 2022 – Early 2023
Objective: Support People Who Use Drugs (PWUD) networks in Ukraine to engage in national HIV/TB program development and Global Fund planning processes.
Key Achievements:
- Facilitated consultations with regional representatives from 13 oblasts.
- Strengthened PWUD representation in national policy discussions.
- Conducted capacity-building workshops on advocacy and program coordination.
- Provided technical guidance on harm reduction and community-led monitoring (CLM).
Technical Assistance for Kyrgyzstan
Implementation Period: April – May 2024
Objective: Assess and improve HIV prevention and testing strategies for key populations, including men who have sex with men (MSM) and people who inject drugs (PWID).
Key Achievements:
- Conducted a comprehensive evaluation of HIV prevention services.
- Recommended peer-driven interventions and digital outreach strategies.
- Suggested optimizing HIV testing with index testing and social network approaches.
- Developed policy recommendations for harm reduction sustainability.
