Development data quality design for monitoring and evaluation (DqD) for the projects of International HIV/AIDS Alliance (IHAA).

Implementation period:
7 May 2015 – 19 January 2016
Donor:
Countries:
Cambodia, China, India, Myanmar, Burundi, Uganda, Ethiopia, Kenya, Senegal, Burkina Faso, Cote d’Ivoire, Ukraine.
Aim:
Building capacity among the International HIV/AIDS Alliance’s lining organizations to adhere to a coherent IHAA’s data quality approach that focuses on: using unique identification codes (UICs) to track service & commodity provision; reducing the amount of the collected quantitative data to a more optimal level; maximizing the use of technology in M&E systems.
Activities:
Activities within the following project included:

1. Assessment of data used in the above-mentioned IHAA’s linking organizations: Khana in Cambodia, ACC in China, Alliance India, Alliance Myanmar, ABS in Burundi, CHAU in Uganda, OSSA in Ethiopia, KANCO in Kenya, ANCS in Senegal, IPC in Burkina Faso, and ANS-CI in Cote d’Ivoire, International HIV/AIDS Alliance in Ukraine.

2. Analysis of the conducted assessment results.

3. Based on the findings of the assessment, support to selected by the linking organizations selected by IHAA in order to make the data optimizations required to meet the three established standards.

4. Implementation of 3 monitoring and evaluation technical support visits to the selected countries to deliver the support mentioned in clause 3 above.

5. Support IHAA in achieving the following performance indicators during the project implementation:
· 12 linking organizations supported and following DqD
· 12 linking organizations consistently using Cloud technology
· 15 consultants certified to provide Alliance DqD training

6. Training in the selected country to provide the relevant certification for consultants.

7. Support in the area of new M&E technologies: proposed solution and transfer to the new reporting system.

8. Developing IHAA’s position paper on data optimization at the end of the project.

9. Development of relevant information (ready-made) materials to be distributed among the partners (linking organizatinos)

10. The end-of project distant evaluation of results.
